The deacon is also an ordinary minister and can distribute communion. As for the receiving of the Eucharist in the hand, the only time I receive in the hand is if I'm receiving from an extraordinary minister, but yes, on the tongue has always been understood as the norm, but receiving in the hand is acceptable. On the tongue is the norm in Rome but I still see many receiving on the hand there.
The ONLY "Minister" to distribute Holy Communion is a PRIEST. Remember a Deacon Must receive from the Priest.
