He dismantled the Ottoman millet system, where religious communities governed themselves, and imposed a top-down secularism designed to control religious authority and reorder a post-imperial, non-Christian society. By the time he came to power, most Christian communities — Armenians, Greek Orthodox and Syriac Christians — had already been killed or displaced.
