The [abusive] decision of the German bishops to allow Protestants to receive Holy Communion contradicts Church teaching according to retired Curia Cardinal Paul Cordes, 83.
Talking to ncregister.com (April 4), Cordes explained that Eucharistic Communion has always been “the visible sign of ecclesial communion.”
Cordes added that since the early Church the principle was that "everyone belongs where he or she receives Holy Communion.”
Therefore “it is generally impossible for non-Catholic Christians to receive the sacrament of Communion without sharing [ecclesial] communion.”
