Yes, His Excellency is right here. But those small congregations shall not end the crisis (e.g. shall not determine whether we (a) have the pope or (b) not and if (b) - since when. They shall not decide upon theological censures with respect to propositions of the pseudo-ecumenist faith. That task belongs to bishops and to the pope (with or without the ecumenical council).
