They are not one. However, the basis for the unabolishable right to the Mass of Roman Rite is two fold:
- the ancient liturgical custom (usus) of the Church (confirmed e.g. by decrees of the Council of Trent),
- the perpetual privilege of Quo primum tempore.

The whole indult ideology is based on the false premise that the "Roman Rite" is any rite the pope names as one (even if he chooses the bizarre Zaire rite as the norm for the diocese of Rome or chooses a completely new rite design to destroy the Roman Rite) even if it does not resemble the historical Roman Rite.
