"Just a little" public prayer in Venice.

I don't know about the Muslim's but I do know the Carabinieri are ordered not to bother the homeless in and around the Vatican. In fact George Bergoglio had bathrooms and showers installed on Vatican property for the homeless.

Personally, I wonder if the carabinieri would be so aggressive in their enforcement if it was a Muslim group. European police seem to be developing two sets of standards: One for the Allahu Akbar crowd and one for everyone else.
