Fréjus-Toulon Bishop Dominique Rey, 70, France, revealed during a September 15 meeting with 150 priests at the seminary that the Congregation for Bishops imposed new restrictions on his diocese.
In June, the Vatican already forbad this year's diaconal and priestly ordinations. The new restrictions are,
• The Vatican will perform a visitation of the many religious communities present in the diocese. These communities are not corrupt like the Jesuits and other traditional orders which Francis doesn't touch.
• Rey is forbidden to receive new [good] communities
• Roman Rite priests will be forced to co-preside at the Chrism Eucharist and to preside the Novus Ordo. This order will be enforced by a delegate who is visiting the Roman Rite communities.
• The reception of new priests into the diocese must be subject to the decision of the Presbyteral Council.
