Francis: Another Untransparent Appointment

Archbishop Luciano Russo, 59, is the new secretary [= head] of the Third Section of the Secretariat of State which oversees the personnel of the nunciatures.

This appointment is accompanied by strange circumstances.

The previous incumbent, Archbishop Jan Romeo Pawłowski, 61, was only appointed in December 2020. It is unclear what will happen to him.

This is the third time in three years that Russo has changed posts. He became nuncio to Panama in August 2020 and changed to Uruguay in December 2021 where he has been fo less than nine months.

Russo is a southern Italian (Caserta) and has been in Latin America, including Honduras, so he is familiar with the South American banana republic that Francis has turned the Vatican into.

Russo’s undersecretary is Monsignor Mauricio Rueda Beltz, former organiser of papal trips whom Francis sent to the nunciature in Portugal in mid-2020, only to recall him at the end of the same year.
