Motu Proprio Abolishing Summorum Pontificum WORSE than expected
It was released only in Italian and *English*. Francis decrees the falsehood that Paul VI' Novus Ordo - which is no "rite" but a jumble of liturgical experiments - is the "unique expression" of the Roman Rites, thus contradicting Benedict's idea of two forms of the Roman Rite.
From now on, it belongs again to the diocesan bishop - as it was before Summorum Pontificum - to dictate the liturgical celebrations of his diocese, and it is “his exclusive competence to authorise the use of the 1962 Roman Missal in his diocese.”
The bishop must determine that Old Rite Catholics “do not deny the validity and the legitimacy of the [failed] liturgical reform, dictated by Vatican Council II.”
He can designate one or more locations where the Old Rite faithful may gather “not however in the parochial churches and without the erection of new personal parishes.”
The bishop has to establish at the designated locations the days on which Old Masses are permitted, “In these celebrations the readings are proclaimed in the vernacular language.”
The bishops should appoint a priest as his delegate who is entrusted with matters regarding the Roman Mass.
Priests ordained after the publication of Traditionis Custodes must submit a formal request before celebrating the Roman Mass and “the Bishop shall consult the Apostolic See before granting this authorisation.”
Priests who already celebrate the Roman Mass must request from their diocesan bishop "the authorisation to continue to enjoy this faculty.”
Old Rite communities “fall under the competence of the Congregation for Institutes of Consecrated Life,” led by anti-Catholic Cardinal Joao Braz de Aviz.
The current provisions are exercised in future by the Congregation for Divine Worship - a bulwark of hatred towards the Roman Mass - and not anymore by the Congregation of the Doctrine of the Faith.
The final point says explicitly that Summorum Pontificum is abrogated, “Previous norms, instructions, permissions, and customs that do not conform to the provisions of the present Motu Proprio are abrogated.”
