Cardinal Arthur Roche published a February 21 rescript further cracking down on the Roman Mass.
Francis has confirmed that Roche’s Dicastery [allegedly] has the authority for a "full implementation" of Traditionis Custodes.
Dispensations for the use of parish churches, establishing personal parishes and the use of the Missal by priests ordained after July 2021 are reserved to the Holy See.
A diocesan bishop who has already granted dispensation in those cases has to inform Roche to evaluate the case.
When asked for such permissions, Roche has usually restricted the number of locations and giving the permission for only two years.
Even Traditionis Custodes says that it is up to the diocesan bishop to regulate the liturgical celebrations of his diocese.

Potential game plan of Jorge B. : 1. Squeeze every last drop out of the praying of the Tridentine Mass.
2. Change the Novus Ordo Mass so that it has an invalid consecration. 3. Jesus is no longer present in Catholic Churches. 4. Biblical False Prophet Jorge Bergoglio ushers in the antichrist. 5. Fulfillment of La Salette prophecy, "Rome will lose the Faith and become the seat of the antichrist".

To be perfectly clear....'to squeeze every last drop out of the praying of the Tridentine Mass' ....meaning......squeezing every last drop to the point where there is no Tridentine Mass said anywhere!!!

Everyone should read Quo Primum. It's a super short read. No one can change or abolish the ancient mass.

Roche's track record makes clear that he'll deny all such requests, thereby ending the diocesan provision of the TLM

RESCRIPTUM EX AUDIENTIA

The Holy Father, at the Audience granted on Feb. 20 to the undersigned Cardinal Prefect of the Dicastery for Divine Worship and the Discipline of the Sacraments, confirmed the following about the implementation of his Motu Proprio Traditionis custodes of July 16, 2021. These are dispensations reserved in a special way to the Apostolic See (cf. C.I.C. can. 87 §1):

- the use of a parish church or the erection of a personal parish for the celebration of the Eucharist using the Missale Romanum of 1962 (cf. Traditionis custodes art. 3 §2);

- the granting of license to presbyters ordained after the publication of Motu proprio Traditionis custodes to celebrate using the Missale Romanum of 1962 (cf. Traditionis custodes art. 4).

As stipulated in Article 7 of Motu proprio Traditionis custodes, the Dicastery for Divine Worship and the Discipline of the Sacraments exercises the authority of the Holy See in the above-mentioned cases, supervising the observance of the provisions.

Should a diocesan bishop grant dispensations in the two cases mentioned above, he is obliged to inform the Dicastery for Divine Worship and the Discipline of the Sacraments, which will evaluate the individual cases.

Moreover, the Holy Father, confirms - having already expressed his assent in the audience of November 18, 2021 - what was established in the Responsa ad dubia with the attached Explanatory Notes of December 4, 2021.

The Holy Father also ordered that this Rescript be published in L'Osservatore Romano and subsequently in the official commentary of the Acta Apostolicae Sedis.

From the Vatican, February 20, 2023 Arthur Card. Roche Prefect

Francis has confirmed again that there shall be no more new TLM parishes or TLM priests
Kenjiro M. Yoshimori
TLM Parishes and TLM priests should just ignore Francis and his homo advisors. If bishops take away parishes, buy empty churches, empty stores, even schools etc. that are up for sale. Just ignore Francis and his crowd regarding this, and everything.

But the current position seems to be that the diocesan bishop is the moderator of the liturgy in his diocese, but subject to the exact micromanagement of the Holy See.

Didn't Francis start his papacy with the claim of “healthy decentralisation”? Ten years later, he reminds me of Innocent III
John Fritz Logan
@Wilma Lopez Pope Innocent III was more an absolute monarch. Not arbitrary or inconsistent, fair, just and orthodox!
John A Cassani
I hope that bishops will ignore this, and see what Arthur will do. I doubt that they will. I wonder if this rescript makes it less likely that there is an imminent Apostolic Constitution, dealing with the same issues.
Wilma Lopez
It is a friendly reminder that everyone*, absolutely everyone* is welcome in a Catholic Parish Church. (except Trads, you are forbidden.)
John Fritz Logan
@John A Cassani I was surprised by how many ignored TC and then the responsum... let's see...

I hope the bishops ignore this again. And I hope Francis' "Synod on Synodality" blows up in his face....that is, if he's still alive in October. 😡
Sancte Teotónio
If bishops ignore the Pope they are in disobedience.
Arthur McGowan
Sancte Teotónio: Since Bergoglio is not pope, there's no problem. Also, when commanded to commit a crime, no one may obey. The Church condemns the concept of "blind obedience," i.e., "I was just follwing orders."
Sancte Teotónio
Then they have to say that and not just disobey/resist/ignore the man they call the Supreme Pontiff.
Kenjiro M. Yoshimori
@Sancte Teotónio -no one deserves the title "Supreme Pontiff" less than Bergoglio, when he even renounces the title "Vicar of Christ". Everyone knows he may be the "Vicar" of someone from the realms far below, but he isn't the "Vicar of Christ", nor "Supreme Pontiff." And as for your comment -"If bishops ignore the Pope they are in disobedience.", don't make me laugh.

Bishops ignored a good Supreme Pontiff such as Benedict XVI his whole pontificate, so if relatively good bishops ignore the despotic demands of a heretic/apostate Pope like Bergoglio, more power to them. I'd be the first to encourage more disobedience against Francis.
And I'll bet it is largely ignored. The more Bergoglio pushes this issue, the more he is hated across the world. When even 2 secular USA media stations (Fox News and ABC News broadcast scathing denunciations of Bergoglio's tactics against tradition, you know he's lost.
Best thing Bergoglio can do is shut his big mouth on this issue of the Roman LAtin Rite and traditional Catholics. He's made more enemies than he could ever imagine. And tht's a good thing.
