Well...... He speaks with the authority of the Church. What he states is proven true by pronouncements made by the Church Herself.

For instance Two infallibly binding documents which no Pope since the death of Pius XII has remained obedient too. Both documents, when you read them state (infallibly) that should anybody fail to remain obedient to these documents they will suffer the Wrath of God, & eternal punishment for their crime against the Church, and the condemnation of St Peter and St Paul.
Those are not just WORDS. They are a warning given by God to His Church. He sends a document to the Church and we must obey it. Or suffer forever the strictest punishment for deluding ourselves that we can recreate Our Lord's Church in our own flawed image.

1: "Postquam Verus - The Cardinals of the Holy Roman Church" Const. of Sixtus V Dec 3rd, 1586 States that there must NEVER be any more than 70 Cardinals. (all others are to be held invalid!!! (Moses had 70 helpers in the Desert and The High Priest in Jerusalem had 70 helpers forming the Sanhedrin.) It is found in Scripture that the Leader/High Priest/Pope is restricted to just 70 helpers.

Also why is Francis allowing people to debate the celibacy of the Clergy continually? People are commanded in Scripture not to stand in the Presence of God unless they have been sexually pure for 3 days. .

Exodus 19 Moses is told by Our Lord to bring His people to the Mountain so they can stand in His Presence. Scripture states

Ex 19: 14 After Moses had gone down the mountain to the people, he consecrated them, and they washed their clothes. 15 Then he said to the people, “Prepare yourselves for the third day. Abstain from sexual relations.”

That includes the laity of course. They must ensure they are celibate for 3 days before attending Mass. Priests, on the other hand, who stand in the Presence of Our Lord on a Daily basis, will need to be permanently celibate. It is not open to discussion, it is commanded in Scripture.

Before somebody says that the Old Covenant Priests were married - we need to recall that the Levitical Priests ministered in the Temple of Jerusalem by Rota. There were hundreds and hundreds of Levitical Priests, and therefore they only got to Minister before the Lord. When their time eventually came to perform their Ministry the Priests left their homes very rarely. When there time came to serve, they stayed in the Priest's lodgings of the Temple and lived apart from their wives, -as can be seen in Luke 1 when The Angel Gabriel visits Zachariah and tells him that he and Elizabeth are going to conceive a Child. The text says

Luke 1:23 When the days of his (Zachariah's) Ministry were over, he went home.

All New Covenant Priests minister before the Lord in their own Parishes. They serve the Lord every single day. That is where the difference lies and why they are not allowed to be married. If they wish to be married or carnal in any OTHER way, then they are not called to the Priesthood.
Just by these three examples, it is proven that Fr Altman is not going too far at all. He is perfectly correct. Okay, it is not only Francis who has overturned Magisterial Documents - each Pope since Vatican II has done things their own way paying absolutely NO HEED to the fact that a Pope is the servant of all former Popes and is called to uphold their dogmatic, infallible declarations, which are forever binding on the entire Church. Fr Altman no doubt is aware that in Ezekiel 3 we are told that we will were be damned ourselves if we do not speak out to warn those who are losing their souls.
