Aquinas provides the most comprehensive treatment of this subject in the second part of the Summa theologiae. There, he explains that reason is comprised of two powers: one cognitive, the other appetitive. The cognitive power is the intellect, which enables us to know and understand. The intellect also enables us to apprehend the goodness a thing has. The appetitive power of reason is called the will. Aquinas describes the will as a native desire for the understood good.

To summarize, as understood in Catholic philosophical literature, the intellect signifies the higher, spiritual, cognitive power of the soul and not about “the instinct of the heart.” (Read: Feelings )

Although Cardinal Bassetti “acts out of the instinct of the heart” his acts are, by definition, functioning at a lower/inferior power of the human soul. This is scandalous to announce publicly especially when, after making such a foolish announcement, you then attempt to redefine Catholic doctrine by using the same “instinct of the heart.”
