He accuses the Filipino bishops of being narrow-minded and backward, not only with respect to the forces of so-called modernity but also with respect to the requests of Pope Francis.

An referendum can apply only to secular european citizens. As long as someone attach to any other culture or religion than the Europeans, he can not talk for the european citizens.
