How the German Synod respects its own procedure: Presiding Berman Bishop Georg Bätzing of Limburg announced (September 9) that the *rejected* document normalizing homosexuality will be passed on anyway. Bätzing will bring the rejected document to the German bishops’ conference, to the bishops’ Ad limina meeting in Rome in November and to Francis’ worldwide Synod.
Further, he will implement the document in his Limburg Diocese and knows “several bishops” who will do similarly. One of them is Dresden-Meißen Bishop Heinrich Timmerevers. He belongs to the „very disappointed and sad“ pro-homosex faction, "This text remains guiding for my actions as bishop.”
Background: 21 bishops successfully formed (September 8) a blocking minority (a third of bishops) against 33 bishops and 80% of the German Synod’s handpicked circa 200 delegates.

I read this on Pillar who referenced the original German text, which I google translated. I understood he would only take the 'text to his diocese' but it didn't seem to say he would actually implement, maybe Pillar got this wrong or I did.

But his agenda suffered a defeat yet he is no radicalising in his provocations. If he cannot achieve a 2/3 majority amongst his fellow German bishops (probably the most extreme in the world) he is going to have a hard time selling this to the worldwide Church.

If he he dares Francis to intervene and Francis doesn't... that will only undermine Francis further as well as his synod. So many cardinals and bishops with several corrections, have criticised this stuff. Even Parolin seemed to think it was necessary to intervene with an unsigned statement, without Francis' approval it seems.
