I am compelled to ask this... With all this information OUTSIDE USA... Why do they (those OCONUS) continue to succumb to the tyranny of the transient cold?

So, they must succumb because a.) they lack the courage to rebel b.) they're too lazy to rebel and those who are neither a.) nor b.) stilll c.) lack the arms to rebel.
The most the citizen-serfs do is engage in "protest rallies" which the government tolerates (up to a point) as a form of emotional catharsis. Then once the frustrations of the serfs have been vented, the governments continue tyrannizing them with impunity.
