Your bishop Fulton Sheen, auxiliary bishop of New York was a powerful combatant against Communist infiltration of the Catholic Church. In the 1930's, communists put eleven hundred men into the priesthood in order to destroy the Church from within. The idea was for these men to be ordained, and then climb the ladder of influence and authority as Monsignors and Bishops.

I think that the probability and logic consecution is very high. From the Holy Bible and from the history of Church we know that it is possible.
When top leader does something very wrong (homosexuality), then it is allowed to the lower leaders to do the same.
