I’m interested in how this turns out. In the US, this would end up litigation for years, with fingers being pointed by building inspectors, engineers, builders, architects, insurers, and who knows who else. I wouldn’t be surprised if Turkish building codes are lax, nor would I be surprised if inspectors could be bribed by unscrupulous builders. Having been to Turkey a couple of times, I recall parts of cities that appeared to be built like modern Western cities, but other parts that look like they would fit in the the USSR in the ‘70s.
