Layman As Head of Vatican Dicastery Was "Thought Out" Decision

The appointment of a layman as the Prefect of the Secretariat for Communication was no coincidence, Bishop Marcello Semeraro, 70, the secretary of Francis’ Council of Cardinals told an audience during a lecture at the Pontifical Lateran University in Rome in November.

Semeraro pointed out that this was “not an improvised decision”.

He added, “What's more, it has been thought out with the help of people who are competent in legal and theological matters” [although there is little "theology" involved in all of this].
