God speaks and makes a covenant with His people.

The Bible is the written Word that God revealed in human history and that has resonated throughout time in the words of the prophets, wise men, and in the words of Jesus and the Apostles. The history of the People of God begins with the call to Abraham to leave his homeland and with a promise: "I will make of you a great nation." The story of the people of Abraham developed over centuries in many settings of of the East, including the desert. On Mount Sinai God revealed Himself to Moses. Sinai was the moment when the covenant between God and His people was clearly established.
Fra. Frédéric Manns: "Sinai is located in the desert and God speaks in the desert. He gave His word, He revealed Himself precisely in an environment that belongs to none. He wanted to speak in a mysterious environment. He entrusted ten words to Moses.
What does it means that God speaks? To speak with someone is to make him exist, it is to enter into communion with him in covenant. That is what God is looking for: to enter into communion with man, to create. The Word brings us to existence."
Mount Sinai remains deeply tied to the gift of the Decalogue, the ten words written in stone and in the heart of every man. It is a mountain of faith, a place of meeting and of agreement, the Mount of Love.
