Likewise God want all peoples to have kids only after mariage and being Catholic, but most peoples don't care and have kids just for the pleasure of the sin as it's in our human nature. God wants to redeem all of us, but many don't want to be redeemed at all or ignore the sacrifice done by God. And it's also many among Catholics themselves.
