Technically, this is a piece of political 'grandstanding' since any OB-GYN doctor opposed to abortion can simply say (most likely truthfully) they are not specialists, or trained, or qualified to conduct an abortion.

An OB-GYN doctor receives a general knowledge of the procedure during their education, but like any other surgery, it takes specific apprenticeship to learn. Not all OB-GYN doctors go this route, especially the pro-life ones.

Put another way, an optometrist may be an expert physician in diagnosing imperfections, diseases and physical defects in the human eye. But -when- they find the latter they refer the patient to a surgeon who specializes in correcting it.

The best such a law could do is "demand" that pro-life OB-GYN doctors provide a referral. For Catholic physicians that's easy to do without violating their faith.
