Former Benedict XVI wrote his September 20 letter to Cardinal Sarah “with my Apostolic Blessing” (Original: imparto la benedizione apostolica”)
The “Apostolic Benediction” is only given by the Pope.
Already in 2018, Benedict used the same term in German (“mit meinem apostolischen Segen”) concluding a letter to Cardinal Brandmüller.
Back then, it was claimed that Benedict used the term somewhat loosely although, reportedly, his mind is still sharp.

Pope Benedict’s writings are intended to expose the devious methods of antipope Francis.
He can not confront the heretics openly ( there are too many, especially in what used to be called the college of cardinals ) but must do so obliquely

If Benedict is truly still the Pope, then he should not fear his subordinates. Pope Francis clearly does not.

Couldn't it be said that Bergolio had empowered - that is, delegated - Bishop Ratzinger to give the apostolic blessing? It is my understanding that is canonically possible.....
