Yes Leo has no Authority & neither do any of the bishops to prevent the TLM, BUT, all the TLM priests bow down & obey the invalid orders. They should be disobeying the apostates who are directing them.
Leo et. al. have zero authority to forbid the TLM. Zero. He might as well forbid the worship of God.
