Well Dr. B, he elevated McCarrick and Kasper to the College of Cardinals just to name two. To add a third he also elevated none other than Jorge Bergoglio to Cardinal as well. If that was his attempt at "stacking the college with conservatives," well he loused that up pretty badly.

On the other hand, when DC opened, the obvious candidate was Rigali, who was trained as a diplomat. Sodano, however didn't like him, and McCarrick was named. And after Mc C came Wuerl.

Sodano and his Buddy Re (Head of Bishops) were both compromising diplomats and wanted moderates . They didn't want bishops who would make ut difficult to deal with secular governments--no one like Ratzinger but also no lefties. They thought JPII/BXVI had eliminated lefties, but they only drove them underground and pretended to be moderate.

And in the 90s Ratzinger was warning the Curia about the Church in Germany, but people like Sodano and Re thought he was exaggerating.

BTW, BXVI wanted to put Mueller in Cologne, but the German bishops nixed it.
