Is it possible given the sate of the Vatican theses days? We've already had a couple of so-called "consecrations" by modern popes.

Pope John Paul II did perform at least 5 consecrations and entrustments of the "world" to the Immaculate Heart of Mary without all the bishops. He did not specifically mention "Russia" exclusively by name nor were all the Catholic bishops ordered to perform the same with him.

Francis' "we entrust and consecrate ourselves, the Church and all humanity, especially Russia and Ukraine" did not satisfy the Mandate of Heaven for the exactly the same reasons.

Also, there is no certainty that Bergoglio was a valid pope - because of various reasons - too many to go into here - that's a real issue --
